User Busy / Calls Not Ringing THrough

All:
I have an iPhone 15 Pro Max on Verizon running iOS 18 RC1.

Even under the previous beta (and this RC), when anyone calls me, it does not ring through. It shows user busy or doesn't ring at all.

Do Not Disturb is off.

I do not have call forwarding on.

Any advice?

Do you happen to have a watch linked to your phone?

If you have your phone and forget your watch it’ll do this.
