My account is the main account on the ATV, my wife is a user with her own Apple ID.

Is there any way to make the photos app display the iCloud Photo Library of the person who’s logged in and not just always me?

Sounds like you are using multiple member profiles. This allows each individual to access their Apple Music/iTunes features. However, iCloud Photos (and Game Center) are not part of that. To access her iCloud Photos you'd have to log out the "main account" and then sign in with hers (Settings > Users & Accounts > iCloud). Shame Apple don’t allow it. Seems a bit backwards.

Shared albums are the only way I know of, to share photos among multiple Apple ID-s.
