The short answer is no. Be aware though that even if you have upgraded to iOS 13/ iPadOS 13 or even Apple TV or Watch OS 6 it is not a necessity to upgrade to Catalina just yet.
I used to wait until the next macOS upgrade was available before upgrading to the previous one. Not a bad way of ensuring all the bugs were ironed out.
Still so long as you are aware of the 62bit app limitation and that there will still be a few bugs to be resolved by all means go for it.

Of course not.

But this would have been such a great opportunity to ditch it and get the 16” because he needs the latest of anything to validate his life.
