Using a base Lion install within a dev environment...

Is it possible to create a base install of Lion with MySQL, Git, Pear, PHP Unit / DBUnit Test and other tools and have it sitting on a server or Time Machine?

I am looking to create a dev machine so 3 developers have the same environment and when any other people join we can just order the Mac Mini and install the base system.

Is this possible?

Not bothered about actual applications, just a base install?
