Note, I've done some research into the subject and I am only looking to clarify a few details. Now, let's say that I buy a used iPhone 4S that is locked to AT&T and restore the firmware.

I know that software unlocks don't exist, so can I just buy any old AT&T SIM card to activate it and use it as a camera/PDA without any data/voice plans?

Also, if I elect to buy a factory-unlocked 4S straight from Apple, will I need a SIM card to activate it and use it?

Yep. I used a dead T-Mobile SIM to activate my iPhone 4 without any issues so I don't see why you can't do the same here.
 
Awesome. I'll put my order down on eBay and sell off my old digital camera then.
 
Mind me asking why you don't just buy an iPod touch though? :p

Yeah... But the iPhone 4S has such a better camera, though. I guess I could get an iPod Touch 8GB and a new Canon point and shoot for $150 less than a used 4S, but it would be nice to combine the devices...

Plus, if I need a phone in the future (I've never had a cell phone, ever), I could just open up a GoPhone plan without having to deal with buying another device.
