Strange subject, but I am looking in to developing a point of sale system for iPad (specifically for bars) and one concept was to use iPod touches as customer facing displays that shows the prices of items being charged for on the iPad side. Ideally the iPad side will be written as a web app in PHP but this is early stages so nothing is set in stone. Could this be done?

Also, would there be a way to play a video when the display is inactive (sort of like a screensaver but displaying promotional videos) instead of the display sleeping?

Any thoughts would be appreciated!

Your title is wrong but the rest matches.
You can make seperate apps, like, iPod goes like, price 1/2/3 and order 1/2, checkout at table x, send to system, iPad receives update, updates live.
then check timers after last press, after 2 minutes just start playing video.
Don't really see the setback on this, it's a good idea :) (some restaurants do it already with iPads on the table).

Make the iPad and iPod Touches connect via Bluetooth... My understanding is that's a secure means of connecting iOS devices wirelessly.
