Using an itunes account without a credit card to jailbreak?

Hi, I have a 16 year old boy who wants to open up an itunes account. I was wondering is it possible to open one up without giving out the credit card #? (I read about the one going to the app store and making one?)
If it is possible, will that account be able to be used to sync my son's iphone, restore/backup?

He wants to Jailbreak his phone, but I'm not sure if itunes will work normally like the other itunes account with a CC #.
