If i cancel service with At&t, can I still download apps and do everything else except voice calling? Should I unlock or jailbreak before cancelling with AT&T?

I did exactly this with my old 3GS, use it primarily to play movies on the car display for my kids, no need to jailbreak.
 
Of course. You may however want to keep your iPhone in Airplane mode with WiFi on to keep it from trying to get cellular service.

Surely it wont matter if you try to use celluar because the request will be denied by AT&T. I doubt they'd re-enable your service without your permission just because your phone attempted to connect to the network.

Turning on Airplane to avoid celluar requests would make sense it terms of saving battery imo. That would stop the phone wasting power trying to connect to the network...
 
well 1st are you still under your contract if so ETF is $375. second id you have firmware above 4.02 or baseband 1.59.00 you can not unlock with out the gevey sim. that is said not to work 5.0 and above. why not sell your iphione 4 and by a touch if that's what you want. ;)

No but little kids know how to use a dial pad and accidentally dial 112 or 911...yes I've seen that happen on allot of occasions.

I agree, but having that ability would be an advantage of an iPhone vs. iPod touch. Especially with an older kid who's out without the parents.
