Using AT&T on bad T-Mobile IMEI phone.

Hi, I'm planning to buy and iPhone 6 Plus from eBay. The seller stated that the IMEI was bad. I just want to know, since T-Mobile iPhones come factory unlocked, will I be able to use it with AT&T? Thanks

I doubt it if its imei blacklisted.
It wont work on any carrier in the US.
Outside yes probably.
