Using forms in Excel on MacBook Pro

I am using a MacBook Pro version 15.1 with Excel Version 16.91 and I cannot access Forms. Any workarounds?
 
As far as I'm aware, the only solution (apart from using Windows) is to use an older version of Excel. I'm not sure which version removed the functionality though.
