Using I Phone messenger service in Australia help

Can anyone help. Son has Iphone and in Australia for 6 months. Is there anyway he can use the messenger service without incurring data charges? How would he set it up and would he have to turn roaming back on? We are UK and is Wi Fi an option?Thanks
