Using iPad SIM in iPhone?

Odd question, I know. But actually makes sense for me. I live overseas but am going back to the States soon. I own a WIFI iPad and would like to purchase the ATT iPad data plan with my iPhone so that I can use my iPhone as a personal hotspot. Will this work?
