i travel very frequently and most of the time the hotel that i'm staying only offer internet via LAN.

can i use my ipad2 to setup AirPort Express Base Station with 802.11n and connect to the internet thereafter?

You need a computer to set up an airport, but if you set it up at home from a computer, you can take it with you and it will keep the configuration

So u're saying once setup is done at home via my Mac, the settings will be saved in the airport.
In future all I need to do is just plug into the LAN cable and I can access the Internet from the hotel room.

Yes, that is correct. Once you set it up once, that configuration will save until you reset it.
