Using Iphone overseas & receiving messages

Hi, I am traveling in Dubai and we signed up for a text plan through AT&T.

When I am not on wifi the texts will not go through as Imessages, but will go through as regular texts, however, other people with iphones when they reply I do not receive their replies. I just now realized I was not receiving them when I opened my laptop and got several responses to messages I had sent (which were sent as regular texts, and received by the recipient ), but which again did not come to my phone only my laptop.

How can I fix this so I receive them to my phone (when not on wifi) as well.
