Using iPhoto when videos on external drive

My MacBook Pro hard drive is almost full and I'm trying to keep videos on an external drive to save space. But I need access to them when using iPhoto (and also iMovie). If I put all videos in a folder I create (say, Videos), how do I tell iPhoto where they are so I can view them in the Library and make Albums and Slideshows with them.

If I have to import them into the Library first, then won't they wind up back on my computer hard drive again?

I'm starting to think I should make another Library in iPhoto and have it access the videos from the external drive. If this is the way to do it, is there a way to have iMovie be able to access those same videos from the external, without having to have duplicates of all videos on that drive?

Since making an iPhoto Library means it will be set up by iPhoto in its own layout, how would I tell iMovie just where to get those videos?
