I have a macbookpro with macOffice 2011 and also run Parallels/Windows on the same machine. One of my applications (Sage ACT) uses Outlook as its mail client. Does anyone here know if it is possible to see the Macoffice Outlook on the windows application using parallels

No, it's not possible. Outlook for Mac will not run in Windows. It runs natively on Mac OS X. You need to install Outlook for Windows on your Parallels virtual machine.
