Using old iphone sim card, new one doesnt work...

So on launch day, the only thing I could do to receive 3G reception or any AT&T connection, period, was use my old iPhone's sim card. Can I ever activate the new one that came with the 3G iPhone or will I always need to use the older one? Just curious
