Right now I'm using an iPhone 4S with a grandfathered unlimited data plan. If I buy an iPhone factory unlocked from Apple and use it on my current AT&T plan will the Personal Hotspot be available? Can the carrier disable iOS features (like Personal Hotspot or FaceTime over cellular) if the iPhone is unlocked?
 
When a SIM is inserted into an unlocked iPhone, it will download the necessary carrier profile for the SIM. You will still have the same restrictions as if you had a locked iPhone.

FaceTime over a cellular network is blocked within the OS (which will be arriving in iOS 6) and Personal Hotspot goes through verification with the carrier so if you don't have the correct plan, it won't work.

Other than the fact that the phone will work with any other micro sim when you put in a sim card of a carrier it will still use the same carrier profile and will still have the same restrictions.
