I successfully imported old RAW files into Photos (Mojave). I see the Olympus in the list of supported RAW formats on the Apple support page.

But when I go into edit within Photos, I see relevant options greyed out. I am trying to use the "Use RAW as original," and "Use RAW as original" options.

I don't see much online but it looks like the RAW files need to be reset to original unedited form before they are imported into Photos. I am not sure how I can do this. I don't even have that old camera anymore. It's not intuitive because the whole point of a RAW file is to have all the data and form the basis for JPEG etc. files.

Suggestions?
 
Preview will open *.ORF files and let you save as TIF, then edit, perhaps you can do the same with 'Photos'.
Adobe DNG stand alone free program will batch process ORF to TIF.
If you need to edit the *.ORF files try the free DarkTable program.

Not all RAW files are created equally, in other words an *.ORF from one Oly may be supported by a certain editing program VERSION but not another *.ORF from a different (generally newer) Oly camera.
