HomePod Using Siri to control volume on multiple HomePods

This is driving me crazy, maybe one of you can help me out.
I just got my second HomePod and have them set up in two adjacent rooms.

How can I use Siri to adjust the volume on both of them at once, keeping the volume in sync betweeen them? Right now it seems to change the volume on whichever one happens to hear me.

Any help? Google has failed me so far.

It looks like I had to reset both HomePods and set them up again. Now it works when I say “set both HomePods to 40%” or “turn both HomePods up”
