Using Time capsule to distribute WiFi

The situation is that the entire building has WiFi

person has a:
Macbook (leopard)
PC desktop (xp - no wireless card)
Time Capsule

Can an ethernet cable connect the PC & Time Capsule
In some way that :
1) the PC can recieve the wireless WiFi in the building
2) the macbook can fetch files from the PC wirelessly
