I have noticed that the V-Sync in Open GL games is broken with macOS Ventura. I use an M2 MacBook Air, the FPS is capped at 120 FPS even though my display is a 60 Hz display. In Minecraft for example, I turn the FPS limit to 120 FPS and then turn V-sync ON. This caps it at 60 FPS but also being more smoother with less lag. But in Ventura, it does not cap it to 60 FPS.
 
I'm also experiencing this issue when using Geforce Now on my MacBook Pro M1. It used to run very smoothly on Monterey, now the refresh rate doesn't seem to match either with V-Sync on or off. When the image starts moving you can clearly see a break line in the screen. It happens on an external screen as in the laptop screen.
