Various program menu's

I have a question regarding the menu toolbar when using various programs. I have an iMAC 24". Here is an example of what I am talking about: Let's say I open Adobe Photoshop. Is there a way to make the menu (i.e. file, edit etc.) not be locked on the top of the screen? My main problem is that having a 24" screen gives me a lot of desktop space and I would like to be able to work in Photoshop in a "window" instead of it taking up the entire screen.

Does what I'm asking make sense?
