vcd on a dvd

i have a bunch of vcd about 50 cds full well i want to make vcds out of dvd's so i only have 10 discs maybe less
i would convert them to dvds but wont that fit less and take time to convert mpeg1 to mpeg2
so what software can i use to make a vcd on a dvd
