Ventura 13.1 and Photos not syncing

Since upgrading to Ventura 13.1 my photo library is not syncing with iCloud.
 
Based upon the available information my guess is that something is wrong. Or not. Depending upon what you would like the situation to be.
 
I would like the photos in icloud to sync with the photos in my picture library. Any ideas on a potential fix?
