Ventura Calendar notifications don't trigger at all when the alert time is in the past

Ever since updating to Venture I don't get notified of all day events anymore when I turn my computer on after the default alert time.

E.g.: If I have an (all day) event with an alert time of 9am and I turn on my computer at 09:05 am I never get the notification. It never was like that before and kind of defeats the purpose of having these.

Any fixes/workarounds?
