Ventura does not allow Wi-Fi order preference?

I have a Wi-Fi extender on my network and want my MBP to connect to it only if for some strange reason it can't connect to the router directly. I also prefer it to connect to 2.4 only if for some strange reason it can't connect to 5.0.
