Ventura Finder Sort Save

Finder will not save folder sort preferences anymore. Certain folders, like Downloads, should sort differently than others. But Finder applies view options globally and will not remember folder level settings anymore. I tried looking for preference plist files and killing all defaults in terminal. But nothing seems to help. Appreciate any help or information. Thank you.
