Bit worrying , hadn't used my new mini for a few days , booted it up , to my shock the whole left hand menu bar was unresponsive . thought it was finder , but it was everything !

Only recourse was a hard restart , is this a known bug ???

I've had a few occasions where that has happened to me. When it happens and I click on an app in the dock the app closes but it's windows stay open. In my case it's with Monterey.

No , it’s the actual top menu items to the left , in all apps not just the finder

Never happened to me before ever in any Mac OS !

I've had lockups like this in the past. But, they never signaled more permanent failures to come. Sometimes the lockups were brief (5 seconds or so) and usually happened while waiting for my external disks to mount. But, now and again, I've had complete lockups that required a reboot. A hardware issue could certainly be the problem, but I wouldn't worry at all unless it continues to happen.

If the menubar locks up again, you might be able to run Activity Manager to look for any evidence of a rogue application. Or, cmd-alt-escape might show you an application as "not responding".

Oh, settings for that are in com.apple.systemuiserver.plist

Find that file in ~/Library/Preferences and move it to the Desktop (if you want it as a "backup") or delete it. Restart your Mac and see if that clears up this issue. It will create a new file with factory defaults.
