This is driving me nuts, and I'm running out of ideas.
I can't boot from an external drive and I think it is because of Apple's "security".
After figuring out the "new" way to get into recovery, I finally got to the Startup Security - and only have these options (sorry I don't have a screen capture, as the computer I need to work on is at work) is Either FULL SECURITY (radio button NOT selected) and Reduced Security ( radio button checked with only "Allow user management of kernel extensions from identified developers".
That's it.
How do I get the whole thing so I can allow external booting as shown in this screen shot:
