Yes one of the biggest “gifts” from iOS 13. You might also get caught in the password loop. Asked to enter your iCloud/Apple ID and then your device passcode, or maybe the passcode of one of your other devices, then after you enter this, it reverts back to asking for your Apple ID again. In that situation only signing out of iCloud and back in will fix it
