Has anyone else taken their Verizon 4S to China? What was your data speed experience?

I'm asking because I have an employee that's going to be in Shanghai for a few weeks and she's getting the dreaded circle of slowness. It also says Roam next to it (with no carrier). I called Verizon to confirm she's on international data unlimited which is the same plan she had previously with her Blackberry. She got 3G speeds on previous trips with her Blackberry.

Verizon said everything was fine from their end but they were getting reports of network issues in China and Shanghai. That was 3 days ago and nothing has changed. I instructed employee to go to Apple Store where she got this quality response, 'most people come to China has no signal at all, she is lucky can use it. This is the best situation.'

I am aware she can unlock and use a local sim. She does not need this as she has a separate, local phone and we have unlimited international data. I'm just looking to see if anyone else has had the same data speed experience with a Verizon 4S and if this is normal. We've had people on AT&T iphone 4's roaming in China and they got 3G speeds (or at worst, Edge). The people on Verizon Blackberrys that needed international were super excited to finally be able to switch to iphones 4S's. But not sure GPRS data speed will be acceptable.

We did have one other person on a Verizon 4S go to London recently and he got 3G speeds so that was fine.

Basically, I'm trying to figure out if this is a 4S roaming issue, a Verizon partner issue, or just a temporary problem. The response from the Apple Store there is inexplicable.

Anyone that's using a domestic carrier data plan and roaming internationally on it that wants to share their experience would be greatly appreciated.
