Verizon 4s will not unlock

I have a verizon 4s. Supposedly verizon unlocked all 4s's.

The phone is not blacklisted

I have factory reset the phone and restored my backups

Its running ios 7.0.4 I tried updating to 7.1.2 but Itunes will not allow

When I install a at&t sim or tmobile, it says sim not valid

Have you talked to Verizon?

A Verizon iPhone 4S will work with AT&T or any US GSM provider with a GEVEY. The only downfall is it will not work on iOS6 unless it's 6.1.3, but the phone has to be JB'd and there is no untethered JB for 6.1.3. If the 4S is on iOS 5 upto 5.1.1 it will support it and will work with a GSM carrier.

Yes verizon was no help. THey said all iphone 4s were unlocked and if it asks for a code its 000000 or 123456
Its not asking for a code.

Who said anything about ios 5 or 6? I mentioned its running 7.0.4

You got bad info.
Verizon did not unlock all 4S models.
Verizon LTE iphones are all unlocked.
The 4S is not an LTE device, its 3G and does not come unlocked like all iphone models after it.
The 4S can be unlocked if requested and approved by Verizon but will only work on GSM carriers outside the US.
It will not function with any other carrier inside the US besides verizon.
That's why the tmobile and AT&T sims you tried will not work with it.

I never heard of such changes.
Do you have an account with verizon?
Contact higher up tech support to see if they can do anything for you.

You may need to do a full restore, which of course means it's going to get updated.
