I want to be able to switch sim cards when I get in an area that has bad signal from one or the other. I have a Verizon 5s that I paid full price and haven't activated it yet. I'm an AT&T customer now with my contract over in mid Oct. is this possible to do, and how?

You can port your number over, the same phone number can't be on two networks at the same time.
 
If you want to be able to flip back and forth, you will need to forward your main number to a second number you have on Verizon. Then when in an ATT area, use your main number SIM, when in a Verizon area forward the number and use the Verizon SIM.

Texting won't forward though.

You won't be able to port back and forth.
