My 4S is telling me I have a carrier update. I have been hitting 'not now'. Is it ok to do this update?

I'm on 5.01 jailbroken.
 
Yes.
Carrier updates don't mess with the jb.
It's just apn settings adjustments for a particular network.

But will it change our tethering options?
Meaning will Verizon detect if we are in fact tethering without them knowing(for free)?

I doubt it.
If they want to find out all they gotta do is look in to your usage.
So far I haven't heard of Verizon cracking down on tethering like AT&T does but it don't mean that they won't in the future.

I know talked to a rep like a month ago and he was ripping AT&T because they were capping. My average usage a month is 10gb and my first month with tethering was 15gb.
But missed the opportunity since I declined the pop up option couple days ago. I hate when companies with their "new plans" (restrictions)
First the unlimited data and now capping, hopefully Verizon don't follow AT&T method again
