Verizon Carrier Update

So whenever I had a problem with my device (not so much), I would restore it and immediately when the phone came back on, before the initial set-up, it would ask me on iTunes to update the carrier settings and I would click ok. When I restored recently a couple times, it hasn't asked me. Do the settings "stick" to the phone now? What are the current carrier settings? Mine says 14.2 in the "about" section.
