I got that too. I was not eligible for an upgrade so I found someone who took my contract, dud an authorization for liability and tried to preorder via verizon website. Then I got that message. I got an email to call 1-877-262-2826
So I called an initially got the run around. I asked for a supervisor and she approved it. She said the hold I had was because I just switcched out my service but she authorized and I got a confirmation email saying everything was ok and a delivery date of 9/21.
