I had an iPhone XS Max on their EIP and was able to use the eSIM for TMo for my 2nd line. Just bought the iPhone 11 Pro Max through them on EIP and TMo can't activate the eSIM.

Now I've heard Verizon got an approval for locking phones bought through them for 60 days. Is this the case why I can't activate the eSIM for TMo?

It could be, but not sure why it would lock eSim also.

Device has to be unlocked to use a different carrier either physical SIM or eSIM. You can use both SIM and eSIM for the same carrier if it is locked.

Bummer

I haven't confirmed that it is locked as it's already late to call customer service but I've read about VZW getting approval and haven't found an announcement that they're already doing it.

I guess I'll be able to verify it tomorrow when they open.
