My friend has a Verizon iPhone, i'm not sure which one, and his phone has been shut off due to nonpayment. When I wanted to facetime with him today, i told him to turn off cellular and turn on WiFi and facetime and the phone should essentially function as an iPod. He says its not working. Keeps connecting him to Verizon. Yet, he can go on fb. Does Verizon prevent facetime working if a bill hasn't been paid?

No Verizon has nothing to do with Facetime and they can't "disconnect" it. They can only suspend the phone part and SMS messaging.

Facetime, iMessage, etc will continue to work on Wifi.
 
If you're trying to FaceTime his disconnected verizon phone number then obviously it won't connect.
If he switches his FaceTime to use his email/apple id then you could call him to that email instead and if he's on wifi it will work.
