Can the Verizon iPad 3 use the AT&T sim like my iPad Air does?

I think so ... you just will not get LTE ... so downloads will be limited probably to around 2 - 5 Mbps, with uploads being around 1 Mbps. It depends on what AT&T has outfitted in the area. With a lot of folks having LTE devices now, it could free up some bandwidth for you.

Should be just fine surfing, email, etc. As a mobile hot spot though ... it may be a little sluggish ... especially the uploads.

Not sure on that I thought the first "universal" iPads were the 1st gen minis.

Keep in mind that the 3rd Gen iPad uses a Micro SIM card and the Air uses a Nano SIM card, or you'll need an SIM adaptor plus the Nano SIM card.
