If I get a Verizon iPad, can I tether my Kindle to the iPad for free?

I'm not sure if Verizon would charge extra for tethering on top of a data plan.
 
Yes, you can tether for free, using anyone of their tablet data plans.
 
Does it require that you be on LTE only or that you must have an iPad3 or higher?
