Verizon iPad question

I live in an area that's covered by both ATT and Verizon LTE but leaning towards the Verizon iPad because of the included hotspot.

We know it's possible to use the ATT micro sim in the Verizon iPad, but I don't have an ATT cell phone.

Was wondering does ATT sell prepaid micro sims to put in the iPad in case I travel to an area that does not get Verizon LTE? I rather be on ATT HSPA+(faux 4G) than on Verizon 3G if Verizon LTE is not avail.
