Verizon iPhone 4 CDMA - can it be used on other carriers?

Can a Verizon iPhone 4 (CDMA only phone) be activated on a CDMA carrier outside the USA? A friend of mine wants to use my old iPhone 4 in India in a city which has a CDMA carrier, but I've heard mixed things about using the Verizon CDMA iPhone 4 outside of the USA. Can anybody verify whether it can work or not? It's an old out of contract iPhone 4 which used to be with Verizon but it hasn't been used for a while.

A friend of mine has an iPhone 4 CDMA Verizon working on a CDMA carrier here in Mexico, it works smooth.
I think the only holdpoint would be if there is a CDMA carrier in India.
