Verizon iPhone 4's 3G Upgradable To 4G LTE?

Is it possible to get the iPhone 4 on Verizon in February, and then be able to upgrade the Data Plan to 4G LTE, or would you have to wait for a "2nd gen" Verizon iPhone?

The VZW iPhone 4 lacks the hardware to support LTE.

The iPhone 4 does not support LTE, so while I'm sure you could upgrade your data plan, it'd be worthless to you...

It's pointless, since Verizon (and others) already throttle down speed depending on the load on the network.
