It is the holiday season and I am all out of upgrades for my lines and would like to purchase a 4S for my family.

I see tons of cheap Verizon iPhone 4S's on craigslist. Can I purchase one, knowing full well they have a sim card, do a factory reset and plug my sim in ?
 
I head the hardware is identical for all the phones that are being produced, how could this impose a limitation ?

Software is not hardwired.

Yes, the phones are identical.
Its a software limitation set by Apple and its partner carriers. And currently there is no hack around this.
So a CDMA iphone sold in the US can never be used on Tmobile USA or AT&T for example.
And a Verizon iphone cannot be activated and used on a Sprint account.
It sucks.
