My wife has a Verizon model iPhone 5s used currently on T-Mobile. Will this phone work in India, Toyko, or Singapore? Is there a website that allows one to check functionality based on country?

Just do a search of the bands used in those countries and compare it to the bands on your phone. It should work since its unlocked.
It should work, but signal strength will vary with available spectrum. If she can find a CDMA carrier that isn't using TD-LTE it should be better.
Since there is no 4G/LTE in India, she will get 3G. My TMo iPhone works just fine using a US and/or native sim when I travel so unless the phone has incompatible bands, you are fine.
