I wanted to know if anyone else ran into this issue

This occurred to me both on the 5s and the 6 (never tested this on the 5). I use AT&T. I purchased the verizon version of both these iPhones because it came factory unlocked, and because when I sell it, I know it has the CDMA band and maybe possibly have more value
If I restore my phone to factory default using iTunes (never tried it through Erase all contents and Settings) with a USA non-Verizon SIM card installed, when the phone comes back up, the activation screen says that the sim is invalid and the activation server policy is blocking it. Even if you put the verizon SIM card back in, it won't activate. Put in an international SIM card, and it works. Also, removing the sim card completely also works, but at that point the phone is an iPod.
I noticed that if I put in the Verizon sim BEFORE restoring the phone, all is good
I had to go through 3 replacements at the Apple Store before I got this right

When I called apple care and verizon more than 5 times (spent 6+ hours figuring it out), no one knew what the hell was flying, and each company was blaming each other. I even set up a conference call between the two companies, and no luck.
Previously I read in the forum that a senior advisor needs to file a high priority activation escalation. All senior advisors refused to do that.
