Verizon LTE not working in Los Angeles/Orange County

Verizon LTE not working in Los Angeles/Orange County area (Cerritos to be specific) even though it is showing full bars. It was like this for about 1 day. Could not load webpages or send/receive any data.

The problem was fixed after I restarted the phone. Works fine now.

Any idea why?
