Verizon sim unlocked

I have been reading that verizon will unlock a 4s on one of your lines every 10 months. I have a few questions about this.

1) Does this mean i can put an At&t sim and use their network free of charge?
2) can i also use data?
3) If so am i still restricted to my 2gb cap on the verizon network or do i have unlimited data on at&t


If none of these questions make sense then can someone explain the advantage of doing it

No. You will only be able to use foreign network SIMs.

can someone explain the advantage of doing it

The benefit is that you can use foreign SIMs while traveling abroad, and thus save tons of money over Verizon's global roaming rates.
