Verizon still selling iPhone 4?

My mother in law just renewed her contract with Verizon and she was happy to get an iPhone for $.99. It's her first smartphone and maybe she wouldn't notice the difference but shouldn't they have given her the 4s?

Yeah she should have gotten a 4S. It's the "free" phone now. I would tell her to take it back and exchange for a 4S.

That's what I thought, thanks.
Maybe it's because I'm coming from an iPhone 5 but ios7 seemed really sluggish on the 4. I assume there would be a noticeable difference with the 4s.
I'm going to tell her to return it.
